Nowadays, there are some people who are afraid of speaking English. I think some of them might be shy.
Moreover, there are not enough situations for them to speak English and increase their confidences.
so, they are shy when meeting foreigners.

It is quite easy to explain. People are afraid of speaking English because they are not sure if they use proper vocabulary, pronunciation or grammar. Generally, they are scared of being laughed.
